  • Preheat the oven to 350°F (175°C). Grease and flour a 9-inch round cake pan. In a large mixing bowl, combine the oats, flour, sugars, and baking powder. In another bowl, cream the butter, then add the eggs one at a time, mixing well. Gradually add milk and mix until smooth. Combine wet and dry ingredients until just mixed. Pour into the pan, smoothing the top.
  • In a separate bowl, mix flour, sugar, and cinnamon for the topping. Cut in the cold butter until the mixture resembles coarse crumbs. Sprinkle evenly over the cake batter.
  • Place the cake in the preheated oven and bake for about 50 minutes, or until a toothpick inserted into the center comes out clean. Let the cake cool in the pan for 10 minutes before transferring to a wire rack to cool completely.
